Summer melt season is getting longer on the Antarctic Peninsula

New research from the Antarctic Peninsula shows that the summer melt season has been getting longer over the last 60 years. Increased summer melting has been linked to the rapid break-up of ice shelves in the area and rising sea level.

The Antarctic Peninsula ? a mountainous region extending northwards towards South America ? is warming much faster than the rest of Antarctica. Temperatures have risen by up to 3 oC since the 1950s ? three times more than the global average. This is a result of a strengthening of local westerly winds, causing warmer air from the sea to be pushed up and over the peninsula. In contrast to much of the rest of Antarctica, summer temperatures are high enough for snow to melt.

This summer melting may have important effects. Meltwater may enlarge cracks in floating ice shelves which can contribute to their retreat or collapse. As a result, the speed at which glaciers flow towards the sea will be increased. Also, melting and refreezing causes snow layers to become thinner and more dense, affecting the height of the snow surface above sea level. Scientists need to know this so they can interpret satellite data correctly.

Dr Nick Barrand, who carried out the research while working for the British Antarctic Survey, led an analysis of data from 30 weather stations on the peninsula. "We found a significant increase in the length of the melting season at most of the stations with the longest temperature records" he says. "At one station the average length of the melt season almost doubled between 1948 and 2011."

To build up a more complete picture across the whole peninsula, the team (funded by the European Union's ice2sea programme) also analysed satellite data collected by an instrument called a scatterometer. Using microwave reflections from the ice sheet surface, the scatterometer was able to detect the presence of meltwater. The team were able to produce maps of how the melt season varied from 1999 to 2009, and showed that several major ice shelf breakup events coincided with longer than usual melt seasons. This supports the theory that enlargement of cracks by meltwater is the main mechanism for ice shelf weakening and collapse.

The researchers also compared data from both the satellite and weather stations with the output of a state-of-the-art regional climate model.

Dr Barrand, who now works at the University of Birmingham, says, "We found that the model was very good at reproducing the pattern and timing of the melt, and changes in melting between years. This increases confidence in the use of climate models to predict future changes to snow and ice cover in the Antarctic Peninsula."

Right-to-work law takes effect in Michigan

DETROIT (AP) -- Republican Gov. Rick Snyder said a right-to-work law that took effect Thursday is a milestone that will bring jobs to Michigan, while protesters promised to exact revenge at the polls for the contentious measure Snyder signed in December.

"The labor movement has done a lot of great things for our country. It's not about being anti-union in my view. It's about being pro-worker," Snyder told business and government leaders.

The law allows Michigan workers to choose not to financially support unions that bargain on their behalf. It applies to labor contracts that are extended or renewed starting Thursday, so many unionized employees will not be affected until their existing collective bargaining agreements end months or years from now.

Union organizers asked people to wear red to protest Michigan becoming the 24th right-to-work state. Dozens did so at a morning rally outside the Detroit Athletic Club, where Snyder spoke at a "Pancakes & Politics" event.

Toting a "Snyder (equals) Snake" sign, 52-year-old Detroit resident Dwight Jarrett called on the governor to repeal the law.

"If he doesn't do the right thing, we'll make sure he's out in 2014," he said.

The law cannot be overturned directly in a referendum, though unions could decide to back a 2014 ballot measure that effectively overturns it.

Multiple lawsuits have been filed to strike down the law. Legal challenges in neighboring Indiana, which passed a right-to-work law in 2012, have been unsuccessful.

Snyder said during the event that right-to-work is "done" and "over with."

"This was a significant milestone. It's going to make Michigan more competitive," he said.

Scientists at Mainz University develop a novel screening procedure for accurately determining the amount of animal, plant, and microbial substances in foods

Almost all foodstuffs contain the genetic material of those animal and plant species that were used in their preparation. Scientists at the Institute of Molecular Genetics, Genetic Security Research and Consulting at Johannes Gutenberg University Mainz (JGU) have developed a novel screening procedure that provides for highly sensitive, quantifiable analysis of animal, plant, and microbial substances present in foodstuffs. For this, the researchers have adapted the latest techniques of DNA sequencing, which are otherwise currently employed in human genetics to unravel the genetic information of thousands of patients.

"The innovative aspect in comparison with conventional DNA detection methods such as polymerase chain reaction, or PCR for short, is that by means of bioinformatic analysis of all biological DNA data available worldwide we can identify the presence of material from species that we would not otherwise expect. And, using a simple digital method of counting short snippets of DNA, we will also probably be able to determine the relative incidence of individual species-related material more precisely than was previously the case," explained molecular geneticist Professor Dr. Thomas Hankeln, who developed the method in collaboration with bioinformaticist Professor Bertil Schmidt, Ph.D. and colleagues at the German and Swiss food control authorities.

In pilot studies, the researchers were able to use the new DNA method to detect the presence of a 1% content of horse meat in products and to determine the actual amount with a high level of precision. The Mainz researchers even found slight traces of the DNA of added mustard, lupin, and soy in a test sausage prepared for calibration purposes, something that could also be of interest with regard to allergy testing of foods.

Because of its potential, the method dubbed 'All-Food-Seq' by its developers has already attracted the attention of food inspection experts. "This method is very interesting in connection with efforts to promote the molecular traceability of food," said Hermann Broll of the German Federal Institute for Risk Assessment in Berlin and Dr. Ren Kppel of the Zurich Cantonal Laboratory in Switzerland. The method developed by the Mainz scientists is thus to be validated in comparison with conventional detection techniques in the near future.

5 US troops die in helicopter crash in Afghanistan

KABUL, Afghanistan (AP) ? A helicopter crash in southern Afghanistan has killed five American service members, officials said Tuesday.

Monday night's crash brought the total number of U.S. troops killed that day to seven, making it the deadliest day for U.S. forces so far this year. Two U.S. special operations forces were gunned down hours earlier in an insider attack by an Afghan policeman in eastern Afghanistan.

The NATO military coalition said in a statement that "initial reports" showed no enemy activity in the area at the time. The cause of the crash is under investigation, the statement said.

A U.S. official said all five of the dead were American. The official said the helicopter went down outside Kandahar city, the capital of Kandahar province. The official spoke on condition of anonymity because the information had not been formally released.

The five dead included everyone aboard the UH-60 Black Hawk, said Maj. Adam Wojack, a spokesman for the international military coalition in Afghanistan.

Their deaths make 12 U.S. troops killed so far this year in Afghanistan. There were 297 U.S. service members killed in Afghanistan in 2012, according to an Associated Press tally.

It was the deadliest crash since August, when a U.S. military helicopter crashed during a firefight with insurgents in a remote area of Kandahar. Seven Americans and four Afghans died in that crash.

In March 2012, a helicopter crashed near the Afghan capital, Kabul, killing 12 Turkish soldiers on board and four Afghan civilians on the ground, officials said. And in August 2011, insurgents shot down a Chinook helicopter, killing 30 American troops, mostly elite Navy SEALs, in Wardak province in central Afghanistan.

Also Tuesday, a statement from the Interior Ministry said insurgent attacks killed six Afghan civilians.

Four died when the tractor they were on struck a roadside bomb in the southern province of Helmand on Monday. Then on Tuesday, two women were killed when a mortar fired by insurgents hit their house in the same province.

(AP) ? A 16-year-old girl was "substantially impaired" after an alcohol-fueled party, was unable to consent to sex and suffered humiliation and degradation when she was raped by two high school football players, a prosecutor said Wednesday in her opening statement at the boys' trial.

But a lawyer for defendant Trent Mays said his 17-year-old client "did not rape the young lady in question."

Special Prosecutor Marianne Hemmeter and Mays' attorney, Brian Duncan, spoke at the opening of the juvenile court trial that has drawn international attention to a small town in a football-loving region of eastern Ohio.

Hemmeter told Judge Thomas Lipps, who is hearing the case without a jury, that she would show that the girl was "somebody who was too impaired to say no, somebody who was too impaired to say stop."

The attorney for Mays' co-defendant, for Ma'Lik Richmond, 16, gave no opening statement.

The case has divided the community amid allegations that more students should have been charged. It has also led to questions about the influence of the local football team, a source of a pride in a community that suffered massive job losses with the collapse of the steel industry.

Richmond and Mays are charged with digitally penetrating the West Virginia girl, first in the back seat of a moving car after a party Aug. 11 and then in the basement of a house. Mays also is charged with illegal use of a minor in nudity-oriented material.

Witnesses said the girl was so drunk she threw up at least twice and had trouble walking and speaking. She was also photographed being carried by the two young men.

In an excerpt of a videotaped interview with ABC's "20/20," Richmond said the photo was a joke. He contends the girl was awake and was a willing participant, the show said.

Following opening statements, prosecutors presented two witnesses, both 17-year-old girls who saw the alleged victim the night of the party. Questions by prosecutors and defense lawyers focused on how much the girl had been drinking that night.

One of the girls, a Steubenville High School student, said the alleged victim was having trouble walking but never appeared to pass out. The other girl said she had never seen her friend so intoxicated.

If convicted, Mays and Richmond could be held in a juvenile jail until they turn 21. They have denied any wrongdoing.

The Associated Press normally does not identify minors charged in juvenile court, but Mays and Richmond have been widely identified in news coverage, and their names have been used in open court.

They were charged 10 days after the party, after a flurry of social media postings about the alleged attack led the girl and her family to go to police.

Steubenville officials have protested that outsiders have unfairly criticized police handling of the case and have given Steubenville a black eye. Officials created a website to counter misinformation about the case, refuting, for example, the allegation that the police department is full of ex-football players from the local powerhouse team, nicknamed Big Red.

Hacker activists have publicized tweets and other social media postings made the night of the alleged rape, including a 12-minute video in which one student joked about the alleged attack while others in the background chimed in.

The National Organization of Women has demanded that the student be charged under the state's "failure to report" law. Attorney General Mike DeWine has called the video disgusting, but said the student didn't have firsthand knowledge of the alleged assaults.

Bob Fitzsimmons, a lawyer for the girl's family, said, "The family wants this matter over so they can move on with their lives and their daughter's healing."

Dozens of witnesses for both sides were expected to testify at the trial. Their testimony is considered crucial because the girl was severely intoxicated that night and appeared to be passed out at times, according to several witnesses.

'Bates Motel': Will it be a well-received prequel to the 'Psycho' legend?

Denied the chance to cheat or steal, people turn to violent video games

Mar. 11, 2013 ? A new study suggests that people get frustrated when they are offered the opportunity to cheat or steal and that chance is then taken away from them. Other studies have shown that blocking people from achieving their positive goals increases frustration, which is not surprising. But this is the first to show that even denying people the chance to commit forbidden behaviors can increase frustration.

That's not all. The researchers also found that people who are frustrated in their attempts to cheat or steal are more likely than others to be attracted to violent video games.

"We made new discoveries in what makes people frustrated and aggressive, but also what people do when they're feeling this frustration," said Brad Bushman, co-author of the study and professor of communication and psychology at Ohio State University.

"Our results help us understand why people are attracted to violent entertainment in the first place -- they feel they can take out their frustration virtually."

Bushman conducted the study with Jodi Whitaker, a graduate student at Ohio State, and Andre Melzer and Georges Steffgen of the University of Luxembourg.

Their results appear online in the journal Psychological Science.

The researchers conducted two experiments. The first involved 120 male college students, who were given 30 minutes to complete a multiple-choice history exam. They were told that those who did well on the exam would earn chocolates or apples (their choice).

All of the participants were given the exam in an envelope. But half of them received a completed exam with a score of 100 percent marked at the top -- the test had no name on it, so they could claim it as their own.

After five minutes, the experimenter interrupted participants and said: "Sorry, I gave you the wrong copy of the exam." The participants handed back their exams in the envelope, and were given another envelope with the exam. This exam was also either scored 100 percent or left blank.

Of those who initially were given the chance to cheat on the exam, half still had the chance to cheat, while that chance was withdrawn for the other half.

After turning in their tests, the students waited to receive their grades.

The question was: How would those people who lost their chance to cheat react? To find out, the students were told they could complete a brief study about video games while they waited for their test results.

Participants read descriptions of eight fictitious video games, four violent and four nonviolent, and rated how much they wanted to play each game on a scale of 1 (not at all) to 10 (extremely).

Those students who had the chance to cheat withdrawn were more attracted to the violent video games than those in the other two groups (never had a chance to cheat, or had a chance to cheat the entire time). The latter two groups did not differ in their attraction to violent video games.

None of the three groups differed in their attraction to nonviolent games.

Bushman noted that none of the students admitted to cheating, or having the chance to cheat, even though they did cheat (as evidenced by their scores). But the students who were denied the chance to cheat obviously had a different view than others on their video game choices.

"Because violent video games permit aggression, they may be especially attractive to people who experience frustration," Bushman said. "We believe students felt frustrated when they didn't get a chance to cheat on the test."

The researchers looked more closely at the link between frustration and attraction to violent video games in a second experiment that included 141 male college students. This experiment involved stealing rather than cheating. Students used a bowl of quarters to demonstrate their estimate of how many coins would weigh the same as an object.

In a similar setup to the first study, some students had the opportunity to steal coins, while others had that opportunity taken away from them. The remainder never had the opportunity to steal.

Afterwards, the students completed a "mood" form, in which they were asked to rate on a scale of one to five how much they felt various feelings, including frustration. They then rated how much they wanted to play the same eight fictitious video games used in the first study.

First of all, students who did have the chance to steal tended to do so -- an average of between about one and three quarters, depending on their level of access, Bushman said.

Those who had the chance to steal withdrawn from them showed higher-than-average levels of frustration than those in the other two groups -- and they were more likely to be attracted to the violent video games.

"The prevention of taboo behaviors like stealing produces frustration, just as does the prevention of more desirable goals," Bushman said. "This is a new finding that adds to our understanding of what causes frustration and aggression."

The results also help explain the appeal of violent video games.

"Many people believe that violent video games are a kind of catharsis, allowing them to alleviate angry feelings," he said. "Research findings suggest this isn't true, but that's part of the appeal to many people."

Calculated Risk: Fed's Q4 Flow of Funds: Household Mortgage Debt ...

The Federal Reserve released the Q4 2012 Flow of Funds report today: Flow of Funds.

According to the Fed, household net worth increased in Q4 compared to Q3 2012, and is up 9% from Q4 2011. Net worth peaked at $67.4 trillion in Q3 2007, and then net worth fell to $51.4 trillion in Q1 2009 (a loss of $16 trillion). Household net worth was at $66.1 trillion in Q4 2012 (up $14.7 trillion from the trough, but still down $1.3 trillion from the peak).

The Fed estimated that the value of household real estate increased $447 billion to $17.6 trillion in Q4 2012. The value of household real estate is still $5.0 trillion below the peak.

This is the Households and Nonprofit net worth as a percent of GDP.

This includes real estate and financial assets (stocks, bonds, pension reserves, deposits, etc) net of liabilities (mostly mortgages). Note that this does NOT include public debt obligations.

This ratio was relatively stable (or increasing gradually)?for almost 50 years, and then we saw the stock market and housing bubbles. The ratio has been trending up and increased again?in Q4.

Household percent equity (as measured by the Fed) collapsed when house prices fell sharply in 2007 and 2008.

In Q4 2012, household percent equity (of household real estate) was at 46.6% - up from Q3, and the highest since Q1 2008. This was because of both an increase in house prices in Q4 (the Fed uses CoreLogic) and a reduction in mortgage debt.

Note: about 30.3% of owner occupied households had no mortgage debt as of April 2010. So the approximately 52+ million households with mortgages have far less than 46.6% equity - and millions have negative equity.

Mortgage debt declined by $6 billion in Q4. Mortgage debt has now declined by $1.2 trillion from the peak. Studies suggest most of the decline in debt has been because of foreclosures (or short sales), but some of the decline is from homeowners paying down debt (sometimes so they can refinance at better rates).? It appears the rate of decline is slowing.

The value of real estate, as a percent of GDP, was up?in Q4 (as house prices increased), but is just above the lows of the last 30 years. However household mortgage debt, as a percent of GDP, is still historically very high, suggesting still more deleveraging ahead for certain households.

WASHINGTON (AP) ? Efforts to stave off a late March government shutdown shifted to the Senate after House Republicans swiftly passed legislation to keep federal agencies running, while also easing some effects of $85 billion in budget cuts.

The House legislation, approved Wednesday on a bipartisan vote, is the first step toward averting a possible fiscal showdown this month. If another budget crisis can be avoided, it could clear the way for lawmakers and President Barack Obama to restart talks on a longer-term deficit reduction plan.

That was Obama's focus during a rare dinner with a dozen Republican senators Wednesday night at a hotel near the White House and seemed certain to be Topic A Thursday when Rep. Paul Ryan, chairman of the House Budget Committee and last year's GOP vice presidential nominee, joined the president for lunch Thursday at the White House.

House Speaker John Boehner ? who has not been among the Republicans the president has reached out to in recent days ? said Obama's recent overtures were a "hopeful sign" that progress could be made in breaking the impasse over how to reduce the federal deficit. Still, he said those efforts wouldn't get very far if Obama continues to insist on tax increases.

While no real breakthroughs appeared to emerge from Wednesday's two-hour meal, the mere fact that it happened was significant given the lack of direct engagement between Obama and rank-and-file Republicans over the past two years.

White House and congressional aides said the president and lawmakers had a good exchange of ideas centered on how they could work together to tackle the nation's fiscal problems.

"It was, I thought, a very sincere discussion," Sen. Bob Corker, one the dinner attendees, said in an interview Thursday with The Associated Press. "Everybody laid their cards on the table. I thought it was constructive."

"I do think it helped a lay a foundation that maybe sometime between now and when the debt ceiling hits, which is really around the first of August or that time frame, maybe we'll get to a much broader and deeper deal as it relates to solving our fiscal problems, " Corker, R-Tenn., said.

He said that while both sides emphasize different components of a long-term deficit reduction deal, "there is more commonality than people think."

It would take months for compromise talks on a broad deficit reduction deal to bear fruit, and there is little sign of shifts on the key difference that separates the parties. Obama is seeking higher taxes as part of his deficit-cutting approach, while Ryan, author of the House GOP budget, previewed a longer-term plan Wednesday to erase federal deficits without raising taxes.

"I think this whole thing will come to a crescendo this summer, and we're going to have to talk to each other to get an agreement about how to delay a debt crisis, how to save this country from a fiscal train wreck that's coming," Ryan said. He added that he had spoken with Obama in recent days but declined to provide details.

Obama's phone call with Ryan and other congressional Republicans, along with Wednesday's dinner, mark a shift in tactics for a president who has been reluctant to reach out personally to lawmakers. But White House efforts to compel Republicans to negotiate by mounting public pressure campaigns proved futile in the efforts to avert the automatic spending cuts that started taking effect Friday.

Corker said the group had a "frank discussion" about the confrontational tone and public rhetoric that has marked the debate.

"On the one hand, to sit down in a room and be sincere and talk about a problem in a real way, and then to go out the microphones and the cameras and put on the gloves, there was a strong acknowledgment last night that that's not a way of dealing with our nation's biggest issues," Corker said.

Lawmakers and the White House are now looking for ways to ease the impact of the "sequester," as the automatic cuts are called, at the same time they seek to prevent a shutdown of federal agencies on March 27.

The legislation that cleared the House on Wednesday on a bipartisan vote would do both, ensuring funding through the Sept. 30 end of the budget year while granting the Pentagon and the Veterans Affairs Department greater flexibility in implementing their share of short-term spending cuts.

The bill now goes to the Senate, where Democrats and the White House are deep in negotiations with Republicans on changes that would give the Homeland Security Department and other domestic agencies the same type of flexibility that the Pentagon would receive in administering the spending cuts.

As the president looks toward longer-term talks on deficit reduction, he is pointedly skipping over the Boehner and Senate Minority Leader Mitch McConnell, both of whom insist Obama will get no further tax hikes from Capitol Hill. Instead, aides say, Obama is focusing his outreach on lawmakers with a history of bipartisan deal-making and those who have indicated some willingness to support increased tax revenue as part of a big deficit-cutting package.

Along with Corker, the lawmakers in attendance at Wednesday's dinner were Sens. John McCain of Arizona, Lindsey Graham of South Carolina, Tom Coburn of Oklahoma, Kelly Ayotte of New Hampshire, Pat Toomey of Pennsylvania, Ron Johnson of Wisconsin, Saxby Chambliss of Georgia, John Hoeven of North Dakota, Dan Coats of Indiana, Richard Burr of North Carolina and Mike Johanns of Nebraska.

Obama advisers say they're hopeful that without the heightened pressure of an imminent fiscal deadline, the president and Republicans can have constructive conversations on a broad deficit-reduction bill that would include concessions from the GOP on tax increases and from Democrats on entitlement programs.

But unless Boehner and McConnell bend on taxes, prospects for a sweeping deficit deal remain dim.

The president will have an opportunity to make his case to GOP leaders next week when he heads to Capitol Hill for separate meetings with the House and Senate Republican conferences. McConnell announced that Obama would attend the GOP Senate policy lunch and Boehner's office said the president would meet with House Republicans Wednesday.

Obama will also meet on Capitol Hill next week with House and Senate Democrats.

U.S. report: Billions wasted rebuilding Iraq

WASHINGTON (AP) ? Ten years and $60 billion in American taxpayer funds later, Iraq is still so unstable and broken that even its leaders question whether U.S. efforts to rebuild the war-torn nation were worth the cost.

In his final report to Congress, Special Inspector General for Iraq Reconstruction Stuart Bowen's conclusion was all too clear: Since the invasion a decade ago this month, the U.S. has spent too much money in Iraq for too few results.

The reconstruction effort "grew to a size much larger than was ever anticipated," Bowen told The Associated Press in a preview of his last audit of U.S. funds spent in Iraq, to be released Wednesday. "Not enough was accomplished for the size of the funds expended."

In interviews with Bowen, Prime Minister Nouri al-Maliki said the U.S. funding "could have brought great change in Iraq" but fell short too often. "There was misspending of money," said al-Maliki, a Shiite Muslim whose sect makes up about 60 percent of Iraq's population.

Iraqi Parliament Speaker Osama al-Nujaifi, the country's top Sunni Muslim official, told auditors that the rebuilding efforts "had unfavorable outcomes in general."

"You think if you throw money at a problem, you can fix it," Kurdish government official Qubad Talabani, son of Iraqi president Jalal Talabani, told auditors. "It was just not strategic thinking."

The abysmal Iraq results forecast what could happen in Afghanistan, where U.S. taxpayers have so far spent $90 billion in reconstruction projects during a 12-year military campaign that, for the most part, ends in 2014.

Shortly after the March 2003 invasion, Congress set up a $2.4 billion fund to help ease the sting of war for Iraqis. It aimed to rebuild Iraq's water and electricity systems; provide food, health care and governance for its people; and take care of those who were forced from their homes in the fighting. Fewer than six months later, President George W. Bush asked for $20 billion more to further stabilize Iraq and help turn it into an ally that could gain economic independence and reap global investments.

To date, the U.S. has spent more than $60 billion in reconstruction grants to help Iraq get back on its feet after the country that has been broken by more than two decades of war, sanctions and dictatorship. That works out to about $15 million a day.

And yet Iraq's government is rife with corruption and infighting. Baghdad's streets are still cowed by near-daily deadly bombings. A quarter of the country's 31 million population lives in poverty, and few have reliable electricity and clean water.

Overall, including all military and diplomatic costs and other aid, the U.S. has spent at least $767 billion since the American-led invasion, according to the Congressional Budget Office. National Priorities Project, a U.S. research group that analyzes federal data, estimated the cost at $811 billion, noting that some funds are still being spent on ongoing projects.

Sen. Susan Collins, a member of the Senate committee that oversees U.S. funding, said the Bush administration should have agreed to give the reconstruction money to Iraq as a loan in 2003 instead as an outright gift.

"It's been an extraordinarily disappointing effort and, largely, a failed program," Collins, R-Maine, said in an interview Tuesday. "I believe, had the money been structured as a loan in the first place, that we would have seen a far more responsible approach to how the money was used, and lower levels of corruption in far fewer ways."

In numerous interviews with Iraqi and U.S. officials, and though multiple examples of thwarted or defrauded projects, Bowen's report laid bare a trail of waste, including:

?In Iraq's eastern Diyala province, a crossroads for Shiite militias, Sunni insurgents and Kurdish squatters, the U.S. began building a 3,600-bed prison in 2004 but abandoned the project after three years to flee a surge in violence. The half-completed Khan Bani Sa'ad Correctional Facility cost American taxpayers $40 million but sits in rubble, and Iraqi Justice Ministry officials say they have no plans to ever finish or use it.

?Subcontractors for Anham LLC, based in Vienna, Va., overcharged the U.S. government thousands of dollars for supplies, including $900 for a control switch valued at $7.05 and $80 for a piece of pipe that costs $1.41. Anham was hired to maintain and operate warehouses and supply centers near Baghdad's international airport and the Persian Gulf port at Umm Qasr.

? A $108 million wastewater treatment center in the city of Fallujah, a former al-Qaida stronghold in western Iraq, will have taken eight years longer to build than planned when it is completed in 2014 and will only service 9,000 homes. Iraqi officials must provide an additional $87 million to hook up most of the rest of the city, or 25,000 additional homes.

?After blowing up the al-Fatah bridge in north-central Iraq during the invasion and severing a crucial oil and gas pipeline, U.S. officials decided to try to rebuild the pipeline under the Tigris River at a cost of $75 million. A geological study predicted the project might fail, and it did: Eventually, the bridge and pipelines were repaired at an additional cost of $29 million.

?A widespread ring of fraud led by a former U.S. Army officer resulted in tens of millions of dollars in kickbacks and the criminal convictions of 22 people connected to government contracts for bottled water and other supplies at the Iraqi reconstruction program's headquarters at Camp Arifjan, Kuwait.

In too many cases, Bowen concluded, U.S. officials did not consult with Iraqis closely or deeply enough to determine what reconstruction projects were really needed or, in some cases, wanted. As a result, Iraqis took limited interest in the work, often walking away from half-finished programs, refusing to pay their share, or failing to maintain completed projects once they were handed over.

Deputy Prime Minister Hussain al-Shahristani, a Shiite, described the projects as well intentioned, but poorly prepared and inadequately supervised.

The missed opportunities were not lost on at least 15 senior State and Defense department officials interviewed in the report, including ambassadors and generals, who were directly involved in rebuilding Iraq.

One key lesson learned in Iraq, Deputy Secretary of State William Burns told auditors, is that the U.S. cannot expect to "do it all and do it our way. We must share the burden better multilaterally and engage the host country constantly on what is truly needed."

Army Chief of Staff Ray Odierno, who was the top U.S. military commander in Iraq from 2008 to 2010, said "it would have been better to hold off spending large sums of money" until the country stabilized.

About a third of the $60 billion was spent to train and equip Iraqi security forces, which had to be rebuilt after the U.S.-led Coalition Provisional Authority disbanded Saddam's army in 2003. Today, Iraqi forces have varying successes in safekeeping the public and only limited ability to secure their land, air and sea borders.

The report also cites Defense Secretary Leon Panetta as saying that the 2011 withdrawal of American troops from Iraq weakened U.S. influence in Baghdad. Panetta has since left office when former Sen. Chuck Hagel took over the defense job last week. Washington is eyeing a similar military drawdown next year in Afghanistan, where U.S. taxpayers have spent $90 billion so far on rebuilding projects.

The Afghanistan effort risks falling into the same problems that mired Iraq if oversight isn't coordinated better. In Iraq, officials were too eager to build in the middle of a civil war, and too often raced ahead without solid plans or back-up plans, the report concluded.

Most of the work was done in piecemeal fashion, as no single government agency had responsibility for all of the money spent. The State Department, for example, was supposed to oversee reconstruction strategy starting in 2004, but controlled only about 10 percent of the money at stake. The vast majority of the projects ? 75 percent ? were paid for by the Defense Department.

James Franco Talks Oz the Great and Powerful

Opening this weekend is Disney and director?Sam Raimi?s?fantastic prequel to?The Wizard of Oz,?Oz The Great and Powerful.? The film centers on a small-time circus magician with dubious ethics (James Franco) who finds himself transported to Oz and drawn into a battle between the three witches Theodora (Mila Kunis), Evanora (Rachel Weisz) and Glinda (Michelle Williams).? Loaded with incredible visuals, amazing 3D, and a beautiful world created by production designer?Robert Stromberg?(Alice in Wonderland, Avatar),?Oz?is the type of movie that definitely should be seen on a movie screen and it?s absolutely worth the extra charge to see it in 3D.? Oz The Great and Powerful also stars?Zach Braff and?Joey King.

MIT Reviews Top 50 Disruptive Technology Companies for 2013

The MIT Technology Review has put together its list of 50 candidates representing innovative companies that will have a telling affect on the world this year and in years to come. Each company on the list has been chosen because it has either created a new market or challenged leadership in a market segment. Some of the companies have produced a breakthrough product or are on the edge of bringing something very new and different to the market that should prove to be disruptive. Some of the companies are just making existing technology cheaper and more accessible. Many have only been in existence for less than five years.

In assembling this year?s list MIT notes that only 15 of the 50 made the 2012 list just telling you how brutal the pace of innovation has become. The list follows in alphabetical order:

  1. ABB ? Swiss-based, this company is at the forefront of developing high-voltage DC circuit breakers for integrating renewable energy into power grids.
  2. Aereo ? New York based, the company is a 2010 startup that uses tiny antennas on mobile devices to stream live local TV programming to smartphones and tablets.
  3. Alta Devices ? Sunnyvale, California based, this company founded in 2007 has developed flexible, ultra-efficient solar photovoltaics that can be deployed almost on any surface, anywhere.
  4. Amazon ? becoming a global force for online retail offering same-day delivery in more places than ever.
  5. Ambri ? a Cambridge, Massachusetts 2010 startup developing molten electrode-based battery storage capable of absorbing lots of energy and feeding it to the grid when needed.
  6. Apple ? on the list this year because of Retina technology designed to dramatically enhance small screen displays.
  7. Aquion Energy ? a Pittsburgh-based company that has developed inexpensive large-scale batteries for use in grid storage.
  8. ARM Holdings ? a Cambridge, UK company founded in 1990 that expanded from chip design into tablet, PC and server processors in 2013.
  9. Audi -? the German car manufacturer who developed a laser-scanning road detector for its models to make them safer and more autonomous.
  10. BGI -? the Chinese-based company that is making genome sequencing an affordable service.
  11. BrightSource Energy ? an Oakland, California company that is building and planning to open the world?s largest thermal solar plant just outside of Las Vegas.
  12. Corning ? this 162 year-old American company has developed a new kind of glass that is both flexible and strong for use in touch-screen devices.
  13. Coursera ? founded in 2011 and located in Mountainview, California, the company is offering free college courses online that adjust to student individual needs.
  14. CrowdStrike ? also founded in 2011, located in Irvine, California, the company has developed virus detection software that is better at detecting attacks and identifying attack sources.
  15. Diagnostics For All ? founded in 2007 in Cambridge, Massachusetts, this company has developed super-cheap paper-based health tests for use in the Developing World.
  16. Dow Chemical ? this 116 year-old firm has developed photovoltaic roof shingle materials making every roof a solar power source.
  17. Facebook ? the social networking giant developed innovative applications that correlate online and offline activity.
  18. Factual ? a Los Angeles based company founded in 2007 that is collecting and analyzing large data sets to create an online knowledge repository accessible by many software applications.
  19. Foundation Medicine ? located in Cambridge, Massachusetts, this 2010 company has developed a genetic test for cancer treatment that helps doctors personalize the drugs used in therapy.
  20. General Electric ? 123 years old and still going strong, the company made the list because of a new gas turbine designed to ramp up quickly when renewable wind and solar power is unavailable to the grid.
  21. Google ? the search giant is now the smartphone software giant with its applications and operating systems making mobile devices cheaper and better.
  22. IBM ? around for 102 years, this year IBM developed nano-circuitry that transmits data with light which will lead to the next generation of hardware computing technology.
  23. Illumina ? around for 15 years the company has driven down the cost of DNA sequencing creating a new market for genomics.
  24. InMobi ? headquartered in Singapore, this 2007 company is offering an alternative to Google and Apple mobile advertising.
  25. Intel ? the personal computer chip giant has developed a new generation of powerful, high-performance mobile processors.
  26. Kymeta ? founded in 2012, this Redmond, Washington company is developing small satellite antennas to replace the traditional dish, making it possible to offer broadband satellite service almost anywhere including planes, trains and cars.
  27. Leap Motion -? only 3 years old, the company, located in San Francisco, has developed a $70 control technology that allows users to interact with computers by gesture.
  28. MC10 ? this 5 year-old company located in Cambridge, Massachusetts, is developing stretchable, wearable electronics for sports and medical applications.
  29. Microsoft ? for Windows 8 combining touch and traditional computing technology.
  30. MLB Advanced Media ? that MLB is Major League Baseball and the company, founded in 2000, is making live baseball available on mobile devices.
  31. Mozilla ? the open source operating system company that this year brought Firefox to smartphones making the web accessible to everyone in the world through its free browser.
  32. Nest ? founded in 2010, this Palo Alto company developed an AI thermostat that learns user preferences and then implements them.
  33. Novartis ? headquartered in Basel, Switzerland, the drug giant is developing new manufacturing processes designed to produce customized medications combining compounds faster and in novel ways.
  34. Nuance Communication ? around for 21 years, this company is a leader in speech recognition technology and is now developing applications for automobiles and game devices.
  35. Path ? a 2010 San Francisco-based company that is developing a personal business and family social networking application for smartphones attracting over 2 million users.
  36. Philips ? this 122 year-old company located in Amsterdam is revolutionizing LED light bulbs making them more affordable and intelligent so that they can be controlled remotely by smartphones and tablets.
  37. Pinterest ? a different take on social networking built around images, the company, founded in 2010, is headquartered in San Francisco.
  38. Rethink Robotics ? the developers of Baxter, the low-cost, small manufacturer robot that can be taught to work a variety of jobs alongside humans.
  39. Safaricom ? is headquartered in Nairobi, Kenya and provides a mobile lending service that is challenging traditional banks in Africa.
  40. Samsung ? this South Korean electronics giant is the world leader in smartphones and second to Apple in tablets.
  41. Semprius ? founded in 2005, this Durham, North Carolina company has developed highly efficient solar power technology by using tiny lenses to concentrate sunlight.
  42. Siemens ? this 166 year-0ld company builds all kinds of technology and lately is developing the turnkey battery and wind technologies that are pushing Germany to the forefront in implementing a comprehensive renewable energy strategy.
  43. SpaceX ? founded in 2002, this Hawthorne, California private company is the first to successfully build and launch rocket systems and payloads into Earth orbit and successfully recover them joining a selective group of publicly funded national space carrier programs.
  44. Square ? this 2009 founded San Francisco-based company has developed a mobile application for paying for things using a smartphone and a small plugin credit card reader.
  45. Tencent ? the developer of China?s version of Twitter, Whatsapp-like WeChat (Weixin) service with over 200 million users and growing rapidly.
  46. Toyota ? Japan?s premier car maker continues to dominate the hybrid market and this year added a plug-in version of the Prius.
  47. uniQure ? founded in 1997 and located in Amsterdam, the company has developed the first gene therapy to treat a metabolic disorder.
  48. Vidyo -? founded in 2005 and located in New Jersey, the company has developed compression technology for high-definition video conferencing on smartphones.
  49. VMware ? founded in 1998 the company is refocusing to provide cloud-based, networking services.
  50. Xerox ? 107 years old and once more reinventing itself, the company has created intelligent systems that provide a service that changes the price of parking spots as demand fluctuates.
